That has been designed and released for apple products. The Facetime Windows download is still being devoloped and a dream.
Currently Apple has not released a version compatability with Windows however there are still ways to have video chat conversations on PC.

IT would appear that at this time Apple has no intentions of offering a Facetime platform for Windows devices but there are rumors and speculation that this will be offered soon.
One way to use another like this application for Windows is by using Skype. Skype allows you to video chat with multiple people from your PC, Laptop or Macbook. Skype has the ability to support video conferancing.

Skype is free for computer to computer conversations and you can use it between Mac and Windows PC.
It can also be used for a face-to-face communication with people usHoping Apple supported products such as Iphone and Ipad.

Other services that can help you video chat with Facetime users is AIM. AOL messaging network AIM offers video chat support for Windows and for Mac.
Another option for Face-to-Face conferences with Windows 7 is Oovoo. This is a downloaded video chat service. It is also supported by Android devices.
So not only could you video with your Facetime friends you can chat with Windows and Android.

There is an Facetime app currently being tested for Windows Vista. The new installation has not been released to the public at this time but it should be available very soon.
Hopefully after a successful run with Vista, Windows 7 will be next.
